Two-day winter session from today; The ruling and the opposition have drawn up preparations, no boycott, the Congress will surround the government by staying in the House.

The two-day winter session of the Punjab Vidhan Sabha starting at 2 pm on Tuesday is likely to be full of commotion. While the political partners have made plans to surround the government with a complete strategy, the ruling party has made full preparations to defeat the opponents on various issues. Chief Minister Bhagwant Mann has asked the MLAs of the party to be present in the House and surround the opponents instead of themselves during the discussion over tea on Friday. Similarly, instead of boycotting the House, the main opposition Congress has decided to stay inside the House and surround the government on various burning issues. Leader of the Opposition Pratap Singh Bajwa said that the Congress will participate in the session in any case and will surround the government on burning issues.

The legislative assembly secretariat has issued the task list to the MLAs regarding the two-day session. Vidhan Sabha Speaker Kultar Singh Sandhawan has called a meeting of the Working Advisory Committee (BAC) at 11:30 am on Tuesday morning. Finance Minister Harpal Singh Cheema in the work advisory committee formed under the chairmanship of the Speaker. Parliamentary Affairs Minister Balkar Singh, Cabinet Minister Aman Arora, Opposition Leader Pratap Singh Bajwa, Akali MLA Dr. Apart from Sukhwinder Kumar Sukhi, former BJP MLA Jangi Lal Mahajan and BSP MLA Dr. Nachhatra Pal has been added.

In the BAC meeting, a decision will be taken regarding the legislative works, the sittings of the House, while the meeting of the Congress Legislature Party has been called by the leader of the opposition Pratap Singh Bajwa on Tuesday. Bajwa said that the Chief Minister had assured in the House to convene a long session but the government does not have the courage to face the opposition. Therefore, a two-day session has been called. He said that questions will be raised to the government on the issue of the state's economy, law and order situation, compensation to farmers, price of sugarcane, giving MSP on all crops, illegal mining, drug trafficking, punishment of the culprits of blasphemy. .

These amendment bills will be presented in the House
According to the information, the legislative assembly secretariat has sent the amendment bill to be presented by the government to the legislators for discussion. It is said that the government will present the Punjab Goods and Services Tax Amendment Bill 2023 in the House. This bill will pave the way for the creation of GST Tribunal in the state. The central government has given green signal to Punjab to set up two tribunals in Chandigarh and Jalandhar. Apart from this, the Fiscal Responsibility and Budget Management Bill 2023 is also to be introduced. Under this bill, the government will no longer fix the borrowing limit but it will be linked to the central government's limit. Earlier there was a provision that the state government could borrow a total of 3.5 percent of its GSDP. With the passing of the bill, the debt limit will be fixed as per the decision of the central government, the government will not need to bring a separate bill every time. Similarly, three more bills will also be presented in the session. These bills can be introduced on Wednesday. It also includes the Indian Stamp Amendment Bill, 2023. In this, the government will have the right to levy stamp duty on taking a loan by keeping any item as jewellery. Banks are not doing this yet. Similarly, Transfer of Property Punjab Amendment Bill 2023 can also be introduced.
