Uproar in Bihar Assembly over SIR; Tejashwi calls minister ‘Monkey’, standoff deepens

The fourth day of the monsoon session of the Bihar Legislative Assembly witnessed a massive uproar as opposition MLAs continued their protest demanding a discussion on Special Intensive Revision (SIR) of voter lists.

While Deputy Chief Minister Samrat Chaudhary was explaining the government's stand on SIR, Leader of Opposition Tejashwi Yadav interrupted, accusing him of lying repeatedly, leading to a heated exchange.

A minister stood to counter Tejashwi, prompting Tejashwi to retort, “Sit down… why do you start jumping like a monkey?”

The remark triggered angry protests from the treasury benches, with all ruling party ministers standing up in protest, stalling the proceedings.

Following the monkey comments, Cabinet Minister Prem Kumar, while interacting with the media persons outside the assembly, said that Tejashwi Yadav has used an unparliamentary word during the proceedings of the house on Thursday, and he should apologise for it.

Claiming that 93 lakh health cards have been issued to citizens, Delhi Chief Minister Rekha Gupta on Thursday reiterated her government's commitment to operationalising over 1,100 Ayushman Arogya Mandirs (AAMs) by March 2026.

"Delhi has been continuously receiving a blessing, that is Ayushman Bhav. The ongoing addition of healthcare facilities, one after another, is, in my view, playing a crucial role in keeping Delhi healthy," she said while launching 34 new AAMs.

"Making Delhi healthy, giving better health services to each citizen and digitalisation of the entire system is our target," she said, speaking to reporters at Delhi Secretariat.

She also highlighted how 93 lakh ABHA cards, also known as the Ayushman Bharat Health Account digital health ID, are allowing citizens to manage and share their medical records digitally with healthcare providers.

When the House reconvened at 2 p.m., Bhubaneswar Kalita presided over the session and called on members -- Mohammad M. Abdullah (DMK) and Alla Ayodhya Rami Reddy (YSRCP) -- to speak on the Carriage of Goods by Sea Bill, 2025.

However, proceedings were immediately interrupted by Opposition MPs chanting slogans such as “Vote Chori Band Karo”, “Vote Chori Nahi Chalegi,” and “Tanashahi Nahi Chalegi,” alleging electoral manipulation ahead of the Bihar Assembly elections.

Dhankhar tendered his resignation to President Droupadi Murmu on July 21, citing health concerns.

"The MHA vide its Gazette Notification S.O.3354(E) dated July 22, 2025, has notified the resignation of Shri Jagdeep Dhankhar, Vice President of India," the ECI said in a statement, adding that it is, under Article 324, "mandated" to conduct the election to the office of the Vice President of India.

The election to the office of the Vice President of India is governed by The Presidential and Vice-Presidential Elections Act, 1952, and the rules made under it -- The Presidential and Vice-Presidential Elections Rules, 1974.
